A significant milestone has been reached in the Beijing-Tianjin-Hebei region with the successful trial operation of the third phase of the Beijing Gas Tianjin Nanport LNG emergency reserve project. This marks the completion and operationalization of all three phases, providing a storage capacity of at least 1 billion cubic meters, which will enhance the region's emergency supply and peak-shaving capabilities.
Developed by Beijing Gas Group, a subsidiary of Beijing Enterprises Group, the project aligns with directives from the Central Committee of the Communist Party of China and the State Council. It plays a crucial role in the national natural gas production, supply, storage, and marketing system, serving as an essential energy supply and peak-shaving initiative for the capital. The project has been executed in three phases, following the principle of "simultaneous construction, phased operation." It includes an LNG terminal with an annual unloading capacity of 5 million tons, capable of accommodating the largest LNG carriers of up to 266,000 cubic meters, alongside 10 LNG storage tanks, gasification facilities with a maximum daily capacity of 60 million cubic meters, 26 truck loading facilities, and a 217-kilometer natural gas transmission pipeline.
Approval was granted by the National Development and Reform Commission on January 9, 2020. The first phase began construction in March 2020 and started trial operations on September 27, 2023. The second phase commenced in September 2020 and entered trial operations on June 29, 2024. With the completion of the first and second phases, eight storage tanks, the terminal, and supporting transmission facilities and pipelines are now operational. The third phase, which includes two 220,000 cubic meter LNG membrane storage tanks, further strengthens the project’s emergency supply capabilities to ensure a reliable natural gas supply during peak demand periods, especially during the heating season.
Liu Zhonghe, Manager of the Beijing Gas Tianjin LNG Emergency Reserve Project and General Manager of Beijing Gas Group (Tianjin) LNG Co., Ltd., highlighted the project's impact: "During last year's first winter supply, the Beijing Gas Tianjin Nanport LNG terminal played a pivotal role." In the 2023-2024 supply period, the terminal offloaded eight LNG vessels, totaling 510,000 tons of LNG, achieved 742 million cubic meters of pipeline transmission, and completed nearly 7,000 truck loadings. "During the extreme cold in mid-to-late December last year, the peak daily gas supply reached 26 million cubic meters, accounting for 19% of Beijing's daily gas consumption, underscoring the importance of emergency reserve peak-shaving," Liu added.
With the launch of the third phase, the Beijing Gas Tianjin Nanport LNG emergency reserve project has fully transitioned into production, significantly enhancing the region's natural gas peak-shaving and supply security capabilities. This development will provide a clean energy safeguard for optimizing the energy structure and supporting low-carbon economic growth in the Beijing-Tianjin-Hebei region.
